Media Disinformation Counterstrategy: Challenges and Prospects

This presentation examines the challenges and prospects of countering media disinformation, with particular emphasis on Ukraine's experience in responding to Russian information warfare and hybrid threats. The presentation explores the objectives and mechanisms of Russian disinformation campaigns, the institutional framework of Ukraine's information security policy, and the activities of the Center for Countering Disinformation under the National Security and Defense Council of Ukraine. Special attention is devoted to the legal regulation of disinformation, including the application of Article 436-2 of the Criminal Code of Ukraine, enforcement challenges, and the limitations of existing legal mechanisms. The presentation also addresses emerging technological threats, including artificial intelligence-generated misinformation, deepfake technologies, automated content dissemination, anonymous communication channels, and increasingly personalized disinformation campaigns. The proposed strategic priorities include strengthening the legal framework, developing integrated early-warning and threat-detection systems, improving institutional coordination and transparency, enhancing media literacy, protecting critical information infrastructure, and expanding international cooperation. The presentation contributes to discussions on information security, democratic resilience, cybersecurity, and the development of effective national strategies against disinformation in the context of hybrid warfare.
