IMPROVING THE METHODOLOGICAL FOUNDATIONS OF STRESS TESTING IN ASSESSING THE FINANCIAL STABILITY OF COMMERCIAL BANKS
This thesis explores ways to improve the methodological foundations of stress testing in assessing commercial bank financial stability. Based on an analysis of Basel III solvency standards, Presidential Decree No. DP-5992, and scholarly literature, it is shown that while baseline capital adequacy ratios are established, stress test models are not substantively linked to multi-factor macroeconomic shock transmission and ICAAP triggers. A conditional sequence for implementation, the "unified risk-factor matrix – multi-factor shock scenario – dynamic capital buffer trigger" principle, and five readiness assessment indicators are substantiated.
