Reimagining Public Administration, Governance, and Gender Policy in the Nigerian Landscape

This paper presents a comprehensive, interdisciplinary evaluation of the intersecting dynamics defining contemporary Nigerian governance, specifically focusing on the nexus of institutional efficiency, digital transformation, spatial infrastructure, and gender-inclusive policy frameworks. Operating within the systemic realities of a developing federal state, public administration in Nigeria faces structural bottlenecks rooted in historical bureaucratic centralization, resource misallocation, and complex demographic demands. This study synthesizes a broad spectrum of recent empirical literature and theoretical models to highlight critical pathways toward robust public service delivery, operational transparency, and macro-level socio-economic equity. By critically analyzing systemic performance determinants, the adoption of Management Information Systems (MIS), and the challenges of electronic governance, the paper illustrates that administrative reform cannot successfully occur in isolation. Instead, long-term development requires a strategic, unified convergence of robust Digital Public Infrastructure (DPI), data-driven rural-urban spatial planning, and targeted gender empowerment models that address systemic marginalization. Ultimately, this study provides actionable theoretical frameworks and policy reference points aimed at aligning Nigeria's domestic administrative capacities with global development benchmarks, including the United Nations Sustainable Development Goals (SDGs) and the African Union’s Agenda 2063.
