ALLOWABLE ANTHROPOGENIC LOADS ON MARINE ENVIRONMENTS DETERMINING

The paper addresses the challenge of determining allowable anthropogenic loads on marine environments amid increasing pollution of coastal zones by industrial and municipal waste containing heavy metals and other toxic substances. A critical gap in current environmental regulation practices is identified: the calculation of maximum permissible discharges fails to account for the cumulative impact of multiple heterogeneous sources and does not differentiate requirements for water users. The study proposes an integrated approach based on solving the inverse problem of aquatic ecology such defining permissible loads according to target water quality objectives. Using system analysis, hydrodynamic modeling, and technological assessment of advanced treatment methods, a methodology for differentiated discharge limits is developed, considering source category, actual contribution to pollution, and feasible treatment capabilities. The research demonstrates that integrating modern waste-to-resource technologies enables effective immobilization of hazardous components (e.g., heavy metals) into inert, glassy slag, thereby eliminating secondary environmental risks. The findings provide a scientifically sound basis for fair, efficient, and technically feasible management of anthropogenic impacts on marine ecosystems.
