On-Demand Mobility Efficiency in University Fleet Management: from Táxigov to Mobgov at the University of Brasília

Objective: To analyze the applicability and efficiency of the TáxiGov system in fleet management at the University of Brasília (UnB), mapping the strategic transition to the new MobGov platform. Theoretical Framework: Based on the principles of New Public Management (NPM), public procurement centralization, shared transport services, and alignment with the United Nations Sustainable Development Goals (SDGs 9, 12, and 16). Method: Applied, descriptive, and qualitative research designed as an in-depth single case study. Data collection involved document analysis, examination of UnB's Financial Statements (2024–2025), a physical survey of the institution's 237 vehicles (SIPAC), and 17 semi-structured interviews. Results and Discussion: UnB owns 237 vehicles, mostly manufactured before 2010 with fully depreciated accounting values. TáxiGov proved quick and transparent for urban administrative trips in the Federal District (1,022 trips in 2022). However, constraints regarding dirt roads and field research trips were identified, confirming the necessity of a Hybrid Fleet Management Model and providing guidelines for MobGov deployment (2025–2026). Research Implications: Highlights the need for departmental budget planning, heavy/utility fleet renewal, and broader promotion of shared mobility services to optimize public resource usage in federal universities. Originality/Value: Fills a literature gap regarding the feasibility and operational constraints of shared transport models in Higher Education Institutions with heterogeneous demands.
