Working Paper: BIR Tax Transparency Badge for All RDOs

BIR Tax Transparency Badge Working Paper: A QR-Code Transparency Initiative for All BIR Revenue District Offices in the Philippines Publication type: Working Paper / Policy Proposal Description: This working paper proposes a standardized BIR Tax Transparency Badge for every Bureau of Internal Revenue (BIR) Revenue District Office (RDO) in the Philippines. Each badge would display a QR code linking taxpayers to an official, mobile-friendly transparency page showing the latest tax-collection figures for their RDO, province, revenue region, and the nation. The proposed QR page would also present a plain-language breakdown of how national tax revenue is allocated through the General Appropriations Act (GAA), using major spending categories such as education, health, social protection, infrastructure, transportation, agriculture, public safety, local government support, debt service, and government operations. The paper clarifies that taxes collected in an RDO are remitted to the national government and appropriated through the national budget; they are not retained or directly spent by the local RDO. The proposal therefore separates tax collection data from national budget allocation and spending data, while making both easier for citizens to access. The working paper includes the proposed badge design, QR-page content, recommended spending categories, data and privacy safeguards, implementation phases, and success indicators. It recommends publishing only aggregated, officially released statistics and excluding taxpayer names, TINs, addresses, and transaction-level records. Keywords: BIR; Bureau of Internal Revenue; Philippines; tax transparency; taxpayer rights; QR code; Revenue District Office; RDO; tax collection; national budget; General Appropriations Act; public finance; open government; fiscal transparency; digital government Subjects: Public Administration; Taxation; Public Finance; Government Transparency; Digital Government Notes: This is a policy proposal and concept paper. It is not an official BIR, Department of Budget and Management, or Philippine government publication.
