PROBLEMS OF DETECTING A FAULTY CONDITION AND IMPROPER MAINTENANCE OF AUTOMATIC FIRE DETECTION AND PUBLIC ALERT SYSTEMS

The article is devoted to the problem of detecting faulty conditions and cases of improper maintenance of automatic fire detection and public alert systems. The aim of the work is to systematize the causes of failures and false alarms, as well as to analyze the regulatory legal risk indicators that allow supervisory authorities to identify potentially hazardous facilities. The study provides a detailed classification of the causes of false alarms, distinguishing four key groups: technical malfunctions, violations of operating conditions, environmental influences and the human factor. The risk indicators approved by Order of EMERCOM of Russia № 364 are analyzed, and the impact of electrical faults (overload, short circuit, high contact resistance) on the operability of system components is considered. Based on the provisions of GOST R 59638-2021 and GOST R 59639-2021, practical recommendations are formulated for ensuring operational reliability at the stages of design, commissioning and maintenance. The novelty of the work lies in the comprehensive linking of the risk indicators used by supervisory authorities with specific physical equipment defects and organizational maintenance errors.
