Sovereign Nature-Positive Restoration, Steppe Soil Carbon Assetization, and Physical-Layer Telemetry Interlocks: Resolving the October 2026 Mongolia Numrug Strictly Protected Area Wildfire via JCM/ALOS-4 Sovereign Barter, TNFD/SSBJ Fiduciary Defense,

Between October 8 and October 15, 2026, an operational field vehicle operated by MobiCom Corporation—a consolidated Mongolian telecommunications subsidiary of Japan's KDDI Corporation—ignited dry steppe vegetation during fiber-optic border station maintenance in eastern Mongolia's Dornod Province. The resulting wildfire burned approximately 530,000 ha (~5,300 sq km, or 2.4x the area of Metropolitan Tokyo), consuming 79.8% of the Numrug Strictly Protected Area (a critical refuge for Ussuri moose, Eurasian otter, and 263 avian species) and advancing to the Inner Mongolia border of the People's Republic of China, where 606 Mongolian and 3,400 Chinese personnel were mobilized. Treating this ecological catastrophe merely as an unverified Profit-and-Loss (P&L) extraordinary indemnity expense (L_P&L) exposes the parent corporation and Japanese sovereign diplomacy to compounding cross-border geopolitical friction, Mongolian public backlash, and severe Weighted Average Cost of Capital (WACC) penalties under Taskforce on Nature-related Financial Disclosures (TNFD) LEAP and Sustainability Standards Board of Japan (SSBJ) statutory filings. Building directly upon the sovereign agro-ecological architecture established in Zenodo Monograph 10.5281/zenodo.23654305, this monograph formulates a deterministic four-pillar Sovereign Nature-Positive Restoration Protocol tailored to the Mongolian steppe ecosystem. First, we prove Theorem 2.1 (Steppe Balance-Sheet Environmental Assetization), converting deadweight P&L indemnity losses into capitalized Balance-Sheet (B/S) ecological restoration infrastructure assets (Delta A_env) coupled with Joint Crediting Mechanism (JCM) Methodology JP-MN-STEPPE-01 for rotational grazing and Soil Organic Carbon (Delta C_SOC) sequestration bundled with nomadic "Five Snouts" (Tavan Khoshuu Mal, H_k) polygon traceability (P_k). Second, we formalize a Sovereign Digital Public Goods Barter deploying Japan's JAXA ALOS-4 (DAICHI-4) PALSAR-3 L-band Synthetic Aperture Radar (200 km swath, 3 m resolution) to penetrate smoke and cloud cover, providing the Mongolian Ministry of Environment and Climate Change with cryptographic burn-severity mapping and neutralizing cross-border disinformation while executing Paris Agreement Article 6.2 Corresponding Adjustments (alpha_ITMO). Third, we embed deterministic hardware interlocks (PHOENIX_BRIDGE x QFS-zkVM over the 64-bit Goldilocks prime field F_p, p = 2^64 - 2^32 + 1) into maintenance vehicles and telecom base stations, enforcing sub-0.5 ms RTO P2.0 thermal/geofence ignition cutoffs and 2/3 Human-in-Command (HIC) threshold authorization. Fourth, we establish Proposition 5.1 and Theorem 5.1, proving how zero-knowledge spatial verification (rho_verified -> 1) eliminates the SSBJ/TNFD unverified risk multiplier (kappa_penalty >= 4.0) and satisfies board fiduciary oversight mandates under Delaware Caremark and Japan's Financial Instruments and Exchange Act (FIEA). Abstract

Between October 8 and October 15, 2026, an operational field vehicle operated by MobiCom Corporation—a consolidated Mongolian telecommunications subsidiary of Japan's KDDI Corporation—ignited dry steppe vegetation during fiber-optic border station maintenance in eastern Mongolia's Dornod Province. The resulting wildfire burned approximately 530,000 ha (~5,300 sq km, or 2.4x the area of Metropolitan Tokyo), consuming 79.8% of the Numrug Strictly Protected Area (a critical refuge for Ussuri moose, Eurasian otter, and 263 avian species) and advancing to the Inner Mongolia border of the People's Republic of China, where 606 Mongolian and 3,400 Chinese personnel were mobilized. Treating this ecological catastrophe merely as an unverified Profit-and-Loss (P&L) extraordinary indemnity expense (L_P&L) exposes the parent corporation and Japanese sovereign diplomacy to compounding cross-border geopolitical friction, Mongolian public backlash, and severe Weighted Average Cost of Capital (WACC) penalties under Taskforce on Nature-related Financial Disclosures (TNFD) LEAP and Sustainability Standards Board of Japan (SSBJ) statutory filings. Building directly upon the sovereign agro-ecological architecture established in Zenodo Monograph 10.5281/zenodo.23654305, this monograph formulates a deterministic four-pillar Sovereign Nature-Positive Restoration Protocol tailored to the Mongolian steppe ecosystem. First, we prove Theorem 2.1 (Steppe Balance-Sheet Environmental Assetization), converting deadweight P&L indemnity losses into capitalized Balance-Sheet (B/S) ecological restoration infrastructure assets (Delta A_env) coupled with Joint Crediting Mechanism (JCM) Methodology JP-MN-STEPPE-01 for rotational grazing and Soil Organic Carbon (Delta C_SOC) sequestration bundled with nomadic "Five Snouts" (Tavan Khoshuu Mal, H_k) polygon traceability (P_k). Second, we formalize a Sovereign Digital Public Goods Barter deploying Japan's JAXA ALOS-4 (DAICHI-4) PALSAR-3 L-band Synthetic Aperture Radar (200 km swath, 3 m resolution) to penetrate smoke and cloud cover, providing the Mongolian Ministry of Environment and Climate Change with cryptographic burn-severity mapping and neutralizing cross-border disinformation while executing Paris Agreement Article 6.2 Corresponding Adjustments (alpha_ITMO).
