ADMINISTRATIVE LAW AS A RESPONSE TO CLIMATE CHANGE: REFLECTIONS ON LOCAL EXPERIENCES IN BENIN AND SENEGAL
The fight against the effects of climate change at the central level does not exclude the need for local authorities to also adapt. The role of municipalities is often overlooked, but remains essential due to their proximity to social realities. While the state is committed to combating climate change at the international level, the effective transfer of some of its powers to sub-state entities would require them to resort to national law. Administrative law, because it aims to serve the public interest, must logically include the fight against climate change through its tools and enforcement powers.
