POLICY CAPACITY DALAM PEMINDAHAN IBU KOTA PROVINSI KALIMANTAN SELATAN DARI BANJARMASIN KE BANJARBARU TAHUN 2022-2026

The relocation of the capital of South Kalimantan Province from Banjarmasin to Banjarbaru, as mandated by Law No. 8 of 2022, is a strategic policy that requires government capacity to ensure its effective implementation. This study aims to analyze the policy capacity of the South Kalimantan Provincial Government in implementing this policy based on the dimensions of analytical capacity, operational capacity, and political capacity. The study employs a qualitative method with a descriptive approach through interviews, document analysis, and observation. Data analysis utilizes the Miles, Huberman, and Saldaña model within the Policy Capacity theoretical framework proposed by Wu, Ramesh, and Howlett (2015). The research findings indicate that the South Kalimantan Provincial Government possesses relatively adequate policy capacity across all three dimensions. Analytical capacity is reflected in the government’s ability to identify the needs for relocating the capital based on geographical, spatial planning, and institutional aspects, although public engagement remains limited. Operational capacity is demonstrated through interagency coordination and institutional readiness during the transition period. Meanwhile, political capacity is evident in the ability to build support among stakeholders, though public communication and community participation still need to be strengthened. These findings indicate that enhancing community participation and policy communication is necessary to support a more inclusive implementation of the provincial capital relocation policy.
