Using advanced digital tools for asynchronous courses delivery designed for students enrolled in public administration programs

The swift progression of digital tools and artificial intelligence (AI) has reshaped the educational landscape, creating both challenges and opportunities for asynchronous IT-related courses in public administration (PA) programs. For future public servants, such courses are not only vehicles for content delivery, but also spaces in which foundational competencies such as digital literacy, problem-solving, autonomous learning, and the effective use of technology in administrative contexts can be strengthened. This article outlines a framework for improving professor–student interaction and asynchronous course delivery, drawing on institutional research and relevant e-learning literature. It reports the outcomes of a university research project aimed at personalizing learning experiences through visual technologies, gamification, and AI-supported assistance, with particular attention to one introductory computer science course. The article presents an exploratory comparison of three naturally occurring cohorts of students in three consecutive academic years, examining how the staged integration of gamification and a GPT-4–based assistant coincided with changes in academic performance. The results show performance improvements across cohorts exposed to increasingly innovative delivery approaches. In a quasi-experimental comparison, exam performance improved following the staged introduction of gamification and AI-supported assistance, while the findings also suggest the broader pedagogical relevance of such tools for preparing PA students for digitally mediated professional environments.
