Integrated Governance of Probabilistic AI and Deterministic Physical Layers in Next-Generation Cyber-Physical Systems: Sub-12.5 ms Control Barrier Optimization, Post-Quantum Cryptographic Sovereignty, Room-Temperature Quantum-Spintronic Infrastructur

The rapid deployment of probabilistic artificial intelligence—spanning Large Language Models (LLMs), Vision-Language Models (VLMs), and foundation-scale Artificial General Intelligence (AGI) reasoning cores—into safety-critical Cyber-Physical Systems (CPS) introduces an existential structural vulnerability. Because autoregressive and diffusion-based foundation models rely on stochastic sampling within high-dimensional discrete latent spaces, connecting their outputs directly to continuous, nonlinear physical actuators invites catastrophic hard hazards, including kinetic collisions in Autonomous Trajectory and Collision Avoidance Systems (ATCS) for orbital space debris and thermal or mechanical runaway in robotic smart kitchens. This monograph establishes a unified, four-pillar master architecture that reconciles probabilistic AI orchestration with deterministic physical-layer safety, cryptographic data sovereignty, room-temperature thermodynamic sustainability, and transnational intellectual property (IP) defense. First, we formulate a hierarchical control decomposition combining a high-level LLM orchestrator with a low-level deterministic supervisor governed by Control Barrier Functions (CBFs), Higher-Order CBFs (HOCBFs), and Hardware-in-the-Loop Optimization (HITLO) executing Quadratic Programs (CBF-QP) on edge FPGAs within a strict <12.5 ms real-time deadline, fortified by a step-function penalty ($\Phi = \infty$) that triggers immediate rejection upon secondary risk ($f_3 > 0.05$) detection. Second, we specify an edge data-sovereignty engine integrating Multi-path Delay Commutator (MDC) pipelined ML-KEM-768 post-quantum cryptography, Residue Number System (RNS) side-channel masking, a topologically unidirectional Asymmetric Physical-Logical Gateway (PHOENIX_BRIDGE/PHOENIX_ROUTER) that physically blocks malicious backpropagation, and a Hardware Root of Trust (HRoT) Quantum Audit Record (QAR) anchored over the 64-bit Goldilocks prime field $\mathbb{F}_p$ ($p = 2^{64}-2^{32}+1$). Third, we resolve the centralized data center Free Cash Flow (FCF) "Dead Cross" by introducing a "Subtractive Infrastructure" operating entirely at ambient room temperature (300 K) via Topological Insulator Spin-Orbit Torque (TI-SOT) spintronic logic and Dicke-model superabsorptive ($\propto \sqrt{N}$) organic exciton quantum batteries. Fourth, we construct an absolute IP defense doctrine integrating QAR prior-invention timestamping, Uniform Trade Secrets Act (UTSA) physical anti-reverse-engineering gates, and Article VIII of the Outer Space Treaty to defeat hyperscale "clean-room" misappropriation and enforce ex-post licensing via cryptographic watermarks.

Abstract

The rapid deployment of probabilistic artificial intelligence—spanning Large Language Models (LLMs), Vision-Language Models (VLMs), and foundation-scale Artificial General Intelligence (AGI) reasoning cores—into safety-critical Cyber-Physical Systems (CPS) introduces an existential structural vulnerability. Because autoregressive and diffusion-based foundation models rely on stochastic sampling within high-dimensional discrete latent spaces, connecting their outputs directly to continuous, nonlinear physical actuators invites catastrophic hard hazards, including kinetic collisions in Autonomous Trajectory and Collision Avoidance Systems (ATCS) for orbital space debris and thermal or mechanical runaway in robotic smart kitchens. This monograph establishes a unified, four-pillar master architecture that reconciles probabilistic AI orchestration with deterministic physical-layer safety, cryptographic data sovereignty, room-temperature thermodynamic sustainability, and transnational intellectual property (IP) defense. First, we formulate a hierarchical control decomposition combining a high-level LLM orchestrator with a low-level deterministic supervisor governed by Control Barrier Functions (CBFs), Higher-Order CBFs (HOCBFs), and Hardware-in-the-Loop Optimization (HITLO) executing Quadratic Programs (CBF-QP) on edge FPGAs within a strict <12.5 ms real-time deadline, fortified by a step-function penalty ($\Phi = \infty$) that triggers immediate rejection upon secondary risk ($f_3 > 0.05$) detection. Second, we specify an edge data-sovereignty engine integrating Multi-path Delay Commutator (MDC) pipelined ML-KEM-768 post-quantum cryptography, Residue Number System (RNS) side-channel masking, a topologically unidirectional Asymmetric Physical-Logical Gateway (PHOENIX_BRIDGE/PHOENIX_ROUTER) that physically blocks malicious backpropagation, and a Hardware Root of Trust (HRoT) Quantum Audit Record (QAR) anchored over the 64-bit Goldilocks prime field $\mathbb{F}_p$ ($p = 2^{64}-2^{32}+1$). Third, we resolve the centralized data center Free Cash Flow (FCF) "Dead Cross" by introducing a "Subtractive Infrastructure" operating entirely at ambient room temperature (300 K) via Topological Insulator Spin-Orbit Torque (TI-SOT) spintronic logic and Dicke-model superabsorptive ($\propto \sqrt{N}$) organic exciton quantum batteries. Fourth, we construct an absolute IP defense doctrine integrating QAR prior-invention timestamping, Uniform Trade Secrets Act (UTSA) physical anti-reverse-engineering gates, and Article VIII of the Outer Space Treaty to defeat hyperscale "clean-room" misappropriation and enforce ex-post licensing via cryptographic watermarks.
