MedEWSa - Introduction to EWS

This MedEWSa e-learning slide deck introduces Early Warning Systems as coordinated systems that turn early signals into early action. It explains how they connect science, communication, institutions and decisions so that people have time to act before a disaster. It presents the four pillars of an effective system defined by the UN Early Warnings for All initiative: disaster risk knowledge, monitoring and forecasting, warning dissemination, and preparedness and response. Operational examples illustrate each pillar, including the European Forest Fire Information System's (EFFIS) wildfire hazard, exposure, vulnerability and risk layers, and flood forecasts from the European Flood Awareness System (EFAS) both Early Warning Systems from the Copernicus Emergency Management Service CEMS. The slides then explain the forecast value chain from observations to decisions and conclude by discussing why warning systems can still fail, from gaps in observations and short lead times to untrusted warnings and events happening at the same time.
