IMPLEMENTATION OF CRIMINAL LAW POLICY IN HANDLING CASES OF NARCOTICS DISTRIBUTION IN JURISDICTION PALANGKA RAYA POLICE REGIONAL

This study aims to analyze the Implementation of Criminal Law Policy in Handling Narcotics Distribution Cases in the Palangka Raya Police Department's Jurisdiction. The narcotics problem has become a global and national threat that requires systematic handling from both preventive and repressive aspects. Drug distribution has currently become a concern of various countries throughout the world, especially in Palangka Raya City, therefore it is carried out through a strict investigation process by the Narcotics Unit based on Law Number 35 of 2009 which regulates that narcotics distribution is an illegal act that violates the law. This is due to the existence of an increasingly widespread drug trafficking network, the spread of drugs in various regions and the illicit trade in narcotics continues to escalate in various parts of the world. The research method used in this study is the empirical juridical method, where data is obtained through in-depth interviews with the Palangka Raya Police Narcotics Unit and direct observation in the field. The research results show that the Palangka Raya Police Narcotics Unit implements a measurable operational strategy, starting from public information-based investigations, syndicate network development, and the utilization of integrated Electronic Investigation Management (EMP) technology. Case data obtained from the field for the 2022-2026 period recorded 222 cases with 244 suspects, dominated by Class I narcotics such as methamphetamine and ecstasy. The main challenges in implementing criminal law policies in handling narcotics trafficking cases include the need for regulatory adjustments and a balance between a punitive approach to dealers and rehabilitation efforts for users. In conclusion, law enforcement at the Palangka Raya Police has been running in accordance with standard operating procedures, but strengthening inter-agency coordination and updating criminal law policies are still needed to address the ever-evolving dynamics of narcotics trafficking.

The narcotics problem has become a global and national threat that requires systematic handling from both preventive and repressive aspects. This is due to the existence of an increasingly widespread drug trafficking network, the spread of drugs in various regions and the illicit trade in narcotics continues to escalate in various parts of the world.
