Recognising, Investigating, Acting: Three Connected Concepts
This preprint sets out definitions of three connected concepts ahead of a peer-reviewed academic-practitioner paper. Blindspot Theory addresses how institutions fail to recognise consequential gaps despite available information and visible activity, including the Activity Gap, the condition in which activity around an issue conceals a critical absence within it. Risk-orientated Human Domain Analysis (RO-HDA) is a method for examining the behaviours, relationships, motivations, and social and political conditions that shape risk, emphasising genuine, ethical engagement. Intelligence-led Security Risk Management (IL-SRM) places intelligence in planning and decision-making to inform prevention and mitigation, emphasising human and contextual understanding. The concepts stand independently and together link recognising what is missed, investigating the conditions shaping risk, and informed preventive or mitigative action. Critique and pointers to relevant scholarship are invited.
