Analisis Efisiensi Biaya Operasional melalui Optimasi Jadwal Operasi Pompa Penyalur di Fuel Terminal Lomanis
Lomanis Fuel Terminal distributes fuel through four pipeline routes using electric transfer pumps, with monthly electricity bills exceeding IDR 1 billion. This study analyzes pump operations, energy consumption, Peak Load Time (WBP) and Off-Peak Load Time (LWBP) costs, and potential savings from rescheduling without changing distributed volume. A quantitative descriptive method used 2025 PLN billing and Batch Program data with daily-resolution idle-slot simulation. Annual consumption totaled 14,781,944 kWh, costing IDR 16,283,735,609; pumps consumed 99.46%. WBP represented 12.7% of energy but 17.9% of costs, with tariffs approximately 50% higher than LWBP. Simulation indicated that 1,408.0 of 5,379.5 WBP operating hours (26.2%) could shift to LWBP while maintaining total operating hours and distributing 7,641,963 KL, potentially saving IDR 254,634,421 annually (1.56%) without capital expenditure. Separately, actual before–after bills showed reductions of 34.69% in WBP consumption and 11.77% in electricity costs, while cost per litre decreased from IDR 2.46 to IDR 2.08 despite a 4.91% volume increase. These changes cannot be attributed entirely to rescheduling because total energy consumption and monthly conditions also varied. CY-2, accounting for an estimated 43.12% of pump energy, is recommended as a conditional implementation priority, subject to receiving-terminal stock validation.
