TrustChain: A Hybrid Generative AI-Blockchain Framework for Responsible Digital Identity Verification and Fraud Prevention in E-Government Services in Developing Economies

TrustChain: A Hybrid Generative AI-Blockchain Framework for Responsible Digital Identity Verification and Fraud Prevention in E-Government Services in Developing Economies Abstract:Purpose – Digital identity fraud, including document forgery, synthetic identities and deepfake-enabled impersonation, threatens the reliability and legitimacy of e-government services. This paper aims to develop an integrated framework explaining how generative AI (GenAI) and blockchain can jointly support secure, accountable and citizen-centred digital identity verification in developing economies. Keywords: Generative AI; Blockchain; Digital identity; Self-sovereign identity; Verifiable credentials; Fraud detection; E-government trust; Developing economies Author: Maher Mnasri, ISET Gafsa, University of Gafsa, Tunisia.
