Post-Quantum Cryptographic Settlement Rails and Real-Time Autonomous Spectral Anti-Money Laundering Surveillance for Sovereign Interbank Networks
This paper presents an enterprise-grade post-quantum cryptographic settlement framework and autonomous spectral surveillance architecture designed for sovereign interbank networks. Combining NIST-standardized lattice-based primitives (ML-KEM-1024 for key encapsulation and ML-DSA-87 for digital signatures) with high-throughput ISO 20022 messaging, the system secures real-time gross settlement (RTGS) against Shor’s algorithm and quantum decryption threats. Integrated with Cheeger-inequality-bounded spectral graph analytics, the platform achieves real-time detection of zero-day layered money laundering topologies, anomalous cycle structures, and smurfing vectors across distributed transaction graphs with deterministic latency and mathematical rigor.
