Apex Horizon: A Dual-Theater Edge-Cloud Telemetry and Multimodal Nowcasting Platform for Disaster Risk Reduction and Agro-Forestry Resilience
This technical pre-print presents the operational architecture and experimental methodology of Apex Horizon, a mission-critical cyber-physical geospatial telemetry platform designed for real-time natural hazard nowcasting, environmental monitoring, and microclimate risk mitigation under degraded communication infrastructure. The system establishes an auditable multi-stream data architecture integrating open earth-observation feeds: geostationary satellite clean infrared radiometry (NOAA GOES-16 ABI and JMA Himawari-9 AHI), shortwave infrared differential fog detection (ΔTfog), synoptic aviation METAR observations, multi-source anemometer arrays, and seismic feeds. To evaluate operational robustness across distinct climatic regimes, the platform employs a dual-theater operational testbed spanning subtropical continental basins and temperate archipelago zones. Furthermore, the architecture integrates a reproducible three-tier data persistence model (relational, geospatial via PostGIS, and high-dimensional vector similarity indexing via pgvector with HNSW) to decouple raw sensor streams, upstream service trust metrics, and edge heuristic baselines. Experimental evaluation demonstrates complete telemetry preservation through an offline-first synchronization engine and resilient localized situational awareness during central backhaul outages.
