Growing Pū-Rā-Ka-Ū: A Working Paper on the Development of the Framework in Hauraki Research and Practice, 2022 to 2026

This working paper traces how the Pū-Rā-Ka-Ū analysis framework has developed in Hauraki research and practice between 2022 and 2026. I wrote it at Dr Rebecca Wirihana's invitation, as a contribution to an article she is preparing with Professor Denise Wilson on the framework, and for researchers, practitioners, and social services who keep asking where to find an account of it. The framework originates from Rebecca Wirihana’s 2012 doctoral research at Massey University. The four phases remain unchanged from that thesis, and each project described here gave them new meaning. The paper follows Pū-Rā-Ka-Ū through He Whare, He Taonga (2022 to 2024), the Takatāpui, Rainbow and MVPFAFF+ article and the Hauraki Māori Weathering Cyclone Gabrielle research (2025), and Tīhei Wāhine Ora (2024 to 2026). It then follows the framework into the practice of Te Whāriki Manawāhine o Hauraki, where the four phases become four mauri stages for measuring change with whānau. The paper closes with the practice that has grown through these projects and the framework's whakapapa, which is acknowledged each time it is used. All illustrations are Waha Pikitia by Paora Moyle, AI-reimaged from the original drawings, plans, and mappings made during the framework's development.
