Superpowers and the Sensing–Correction Gap: Ideational Direction, Organizational Capacity, and Scientific Governance after the Transgressions
How do states, militaries, corporations, religions, systems of thought, law, science, and artificial intelligence shape human life, and how can their objectives and consequences be governed? Natural Human Philosophy (NHP) calls all powers exceeding the capacities of human groups before the transgressions Superpowers. The 2020 book and a 2025 paper identified them as a principal problem of human philosophy. Retaining this broad construct, this paper distinguishes intangible from organized Superpowers and examines their feedback. Intangible Superpowers can specify factual understandings, objectives, rules, and legitimacy; organized Superpowers mobilize resources, make decisions, and implement action, while organizations select, transmit, and reinforce ideas. Both develop within the Cultural Cloud, expanding human capacities and changing the conditions on which human existence depends. The analysis addresses both capacity and direction: sensing, decision-making, and implementation can become disconnected, while erroneous factual beliefs, objectives, and justifications can make harm acceptable or obstruct correction. Organizations do not automatically emerge compatible with humanity and the biosphere, but humans can build appropriate corrective mechanisms; successful governance of ozone-depleting substances and leaded petrol provides practical evidence. The Six-Level Framework of Good and Evil supplies evaluative premises, science determines consequences, Principle-Derived Ought (PDO) derives conditions for action and feasible routes, people and organizations possessing Human Superposition implement them, and intangible powers undergo Comprehensive Cultural Reordering and Error Correction. Existing H1–H7 designs are retained as empirical studies of their respective objects; the study of ideational direction specifies additional materials and questions. This paper argues that scientific governance of Superpowers requires simultaneous improvement in direction and capacity so that their development meets fundamental human needs and the integrated requirements of the six levels.
