Comprehensive Reassessment of Harnesses on the Basis of Sovereign AI Principles: Reading Noguer i Alonso (2026) through Sovereign AI in Base of the Pyramid Markets and the KSCCN Series

This reassessment evaluates the concept of harnessing—defined as the contract-and-gate layer of accepted inputs, permissions, verification, fallback rules, resource limits, and output boundaries that constrain adaptive agents—from the standpoint of sovereign AI. Drawing on the frameworks developed in Mamun, Faride, Hansel and Krebsz (2026) and the KSCCN Series (epistemic and ontological sovereignty, Semantic Sovereignty, Dual Core Finance, Complementary Asset Portfolios, Enterprise-Wide AI Risk Management, and resistance to model-weight extraction), it argues that conventional harnesses are necessary but insufficient. Without explicit protections against epistemic leakage, semantic enclosure, and compute dependency, harnesses can become instruments of cognitive colonialism even while appearing to enforce least privilege. The paper proposes sovereignty-augmented harness requirements and identifies residual open problems.
