Problems and prospects for the implementation of state policy in the field of education at the regional level
This article provides a comprehensive analysis of the education management system at the regional level, identifies current operational challenges, and substantiates measures to improve public governance in this area. The relevance of this study stems from the growing role of state education policy in ensuring the sustainable socioeconomic development of the constituent entities of the Russian Federation. Despite the implementation of federal target programs and national projects in education, systemic problems persist in regional practice, including staffing shortages, territorial unevenness in the development of educational infrastructure, digital inequality, management barriers, and resource constraints. This necessitates a comprehensive analysis of the effectiveness of state policy implementation at the regional level and the development of evidence-based approaches for its improvement. The aim of this study is to analyze the mechanisms for implementing state education policy at the regional level, identify key issues in the functioning of the education system, and develop practice-oriented measures to improve the effectiveness of public administration in this area. The novelty of this work lies in its comprehensive analysis of the education system in the Sverdlovsk Region as an illustrative case and the substantiation of specific institutional measures of state support. The study identified areas for improving the effectiveness of state education policy, applicable both in the Sverdlovsk Region and in other constituent entities of the Russian Federation.
