STATISTICAL ANALYSIS OF HUMAN CAPITAL ALLOCATION EFFICIENCY ACROSS SECTORS OF UZBEKISTAN'S ECONOMY

This study, based on the methodology developed by Dietrich Vollrath (2014), aims to examine the efficiency of human capital allocation in the Republic of Uzbekistan by analysing differences in employees' monthly wages across the Agriculture (A), Industry (C), Information and Communication Technology (ICT) (J), Finance (K), Construction (F) and Education (P) sectors. According to Vollrath's approach, workers with equivalent qualifications should receive equal wages regardless of the sector in which they are employed. Persistent intersectoral wage disparities may therefore indicate opportunities to improve human capital allocation and support economic growth. The findings reveal considerable differences in monthly wages across sectors at the national level during 2018–2025. Wages in the Finance and ICT sectors were up to 3.6 times higher than those in Agriculture, while the corresponding indicator remained unchanged from its previous level in the Education and Industry sectors. These findings highlight the continued presence of structural factors influencing human capital allocation across sectors. Drawing on He et al. (2026), who report that reducing information frictions can decrease resource misallocation by up to 23%, the study discusses measures to promote a more balanced allocation of human capital. In addition, measures aimed at improving interregional transport infrastructure, as examined by Feng and Chen (2026), are also considered.
