Transforming the Colombian Military Forces for Post-Conflict: The Case of the Strategic Transition Joint Command (CCOET)

This article examines the transformation of the Colombian Military Forces in the post-agreement context, focusing on the Strategic Transition Joint Command (CCOET), ten years after the signing of the Havana Agreement. Contrary to patterns in Latin America, where militaries were usually excluded from peace processes, Colombia’s armed forces played an active role in implementing the Havana Agreement and shaping their own institutional transformation, in the absence of a wider security sector reform. The paper analyses CCOET’s contributions to peacebuilding, transitional justice, and the construction of historical memory. It argues that the Colombian case illustrates how military institutions can become agents of transformation, fostering cultural change, supporting reconciliation, and contributing to a broader and more inclusive understanding of conflict and peace. It invites further research to measure impacts of CCOET’s actions especially regarding the transformation of the mindset and values of military personnel and the construction of memory.
