ORGANIZATIONAL AND ECONOMIC ASPECTS OF IMPLEMENTING BIOECONOMY PRINCIPLES IN THE DEVELOPMENT OF THE REGIONAL AGROINDUSTRIAL COMPLEX

The article examines current organizational and economic aspects of implementing bioeconomy principles in the development of the regional agroindustrial complex. The relevance of the topic is linked to the necessity of ensuring the technological leadership of the country and transitioning to a circular economy model based on the rational use of bioresources, the use of secondary raw materials in economic circulation, technological modernization, and the development of biotechnology. The aim of the research is to create an organizational and economic mechanism that will ensure the systemic integration of bioeconomy principles into the functioning of the regional agroindustrial complex, taking into account the resource, infrastructure, scientific and technological, human potential of the region. Various methods were employed in the scientific study, including systematic, analytical, comparative, and graphical methods. During the research, the main principles of bioeconomy were systematized. The foreign experience of integrating circular economy principles into agroindustrial production was analyzed, allowing for the identification of potential directions for reducing operational costs and enhancing the efficiency of secondary resource utilization. The main vulnerable positions were identified in the context of the organizational, economic, technological, and institutional foundations for the development of bioeconomy, including the high investment threshold for transition, weak convergence, and the need for improvement in regulatory and enforcement frameworks. The results of the research include a proposed scheme for forming an organizational and economic mechanism for implementing bioeconomy principles in the development of the agro-industrial complex and outline the stages of the algorithm's implementation, which take into account the specifics and resource capabilities of Krasnodar Krai. The practical significance of the proposed mechanism lies in its applicability for shaping regional bioeconomy development policies, designing bioeconomic clusters, and stimulating investment projects in the field of deep processing of biological raw materials and secondary resources in the agroindustrial complex.
