Sistem Pendukung Keputusan Penentuan Promosi Jabatan Pegawai Pada UPTD Puskesmas Gunung Medan Menggunakan Metode Moora

Human resources (HR) in health service institutions such as UPTD Puskesmas Gunung Medan play a crucial role in public health service delivery. The promotion process serves as appreciation and career development for employees. However, manual evaluations are time-consuming and prone to decision-making subjectivity. This study aims to design a web-based Decision Support System (DSS) to determine eligible civil servant employees for promotion using the Multi-Objective Optimization on the Basis of Ratio Analysis (MOORA) method. Built using PHP and MySQL, the evaluation involved 20 employee alternatives across 9 qualitative and quantitative criteria: Absence (Cost, 18%), Length of Service (Benefit, 15%), Discipline (Benefit, 14%), Honesty (Benefit, 12%), Responsibility (Benefit, 12%), Loyalty (Benefit, 10%), Ability (Benefit, 8%), Cooperation (Benefit, 6%), and Accuracy (Benefit, 5%). The computation results demonstrate that alternative P01 achieved the highest final optimization score of 0.3842 (38.42%), securing the first rank as the top promotion recommendation, followed by P03 with 0.3125 (31.25%). Overall, the web-based MOORA system effectively eliminates subjectivity, accelerates evaluation efficiency, and provides automated, transparent rankings to assist management in making accurate promotion decisions.

Overall, the web-based MOORA system effectively eliminates subjectivity, accelerates evaluation efficiency, and provides automated, transparent rankings to assist management in making accurate promotion decisions.
