Co(Finance): Fusion-Layer Decision-Energy Architecture for Financial Coordination and Adaptation

Paper 10.3.2 is a non-canonical applied Fusion-layer extension of Co(Finance). It develops an applied architecture for institutional decision-energy in financial environments, examining how financial institutions interact, coordinate, contradict, adapt, and transition while preserving continuity of risk logic, governance rationale, authority, institutional identity, and sovereign economic continuity. The architecture treats financial coordination as continuity without identity merger. Distinct institutions may coordinate around shared invariants while retaining distinguishable histories, authorities, responsibilities, and admissible differences. Adaptation is treated as continuity-preserving motion rather than forced convergence. Paper 10.3.2 extends the applied progression established by the canonical Paper 10.3 and its Cyber-layer successor, Paper 10.3.1. Its continuity function is Interact → Coordinate → Adapt. The work forms the Fusion-layer bridge between Cyber observation and the systemic continuity territory reserved for Paper 10.3.3.
