Agentic Delegation Charter: A Preliminary Terminological and Governance Proposal
Abstract This research note introduces the proposed designation Agentic Delegation Charter (ADC), alongside its French equivalent, Charte de délégation agentique, within the research programme of Blooming Semantics Institute (BSI). Drawing on established project management principles, the proposal outlines a governance framework for successive delegations involving artificial intelligence agents. Three interdependent principles are identified: recursive project governance, whereby each successive delegation is treated as a subordinate project subject to the overarching charter; terminological invariance and semantic continuity, supported by an authoritative project-specific lexicon; and distributed authority, governed through explicit conditions of authorization, competence, accountability, and control. The note also identifies challenges concerning semantic interpretation, the evolution of delegated authority, human oversight, and the temporal constraints of decision-making. Its purpose is to document a preliminary terminological and conceptual proposal dated 16 October 2026, without claiming exclusive authorship of the expression or establishing scientific originality prior to a comprehensive review of the literature.
