This companion note provides methodological transparency and a public evidence base for the framework and empirical claims in Mamun's "The Algorithmic Developmental State…". It documents the mixed-methods design, supplies public baseline tables for state financing and South-South transfers, and records the survey sampling frame, instrument modules, interview protocol outline, coding scheme and estimation overview.
