Implementation of the Registry System of Basic Sectors in Agriculture (RSBSA) Program Among Farmers and MAO Employees of San Manuel, Isabela
The study assessed the implementation of the Registry System of Basic Sectors in Agriculture (RSBSA) program among farmers and Municipal Agriculture Office (MAO) employees in San Manuel, Isabela. A descriptive survey design was used. The participants comprised 343 randomly selected RSBSA-enrolled farmers and 14 MAO employees involved in program implementation. Data were gathered through a questionnaire adopted from an earlier study and analyzed using frequency and percentage distributions, weighted means, and the Mann–Whitney U test. The findings showed that the farmers were predominantly 61 years old and above, male, married, college graduates, enrolled as farmers in the RSBSA, cultivating one to less than two hectares, and engaged in farming for at least 26 years. Most MAO employees were 31–35 years old, female, married, college graduates, permanently appointed, had 6–10 years of service, and were fully involved in RSBSA implementation. Farmers and MAO employees rated the implementation as fully implemented in terms of objectives, guidelines/operating procedures, registrant’s criteria, and operative functions. Farmers reported slightly serious problems, particularly lack of financial support, unavailability of agricultural land, lack of resources, and limited dissemination of information. The study recommends sustaining effective implementation while promptly addressing resource and information gaps.
