Integrating innovative technologies and sustainable HSE practices for risk and hazard management in oil and gas operations: a qualitative review and analytical framework

The oil and gas industry faces substantial occupational, process, and environmental risks arising from high-pressure and high-temperature systems, hazardous hydrocarbons, complex operations, and environmentally sensitive activities. This study aims to examine how innovative technologies can be integrated with sustainable Health, Safety, and Environment (HSE) practices to strengthen risk and hazard management, operational safety, environmental protection, and regulatory compliance across upstream, midstream, and downstream operations. A qualitative review and analytical framework approach was employed using evidence from peer-reviewed literature, industry reports, international HSE standards, government regulations, and company sustainability reports. The analysis evaluated technological and HSE approaches according to their contributions to safety improvement, risk mitigation, environmental performance, cost-effectiveness, and regulatory compliance. Particular attention was given to real-time monitoring systems, digital twins, automation and robotics, predictive analytics, artificial intelligence, and advanced leak detection technologies, together with Environmental Management Systems (EMS), ISO 14,001, ISO 45,001, and Risk-Based Process Safety (RBPS). The review indicates that technology-enabled HSE management can support earlier hazard detection, proactive risk control, improved operational decision-making, reduced human exposure to hazardous environments, and enhanced environmental monitoring. The analysis further identifies safety culture, workforce competency development, continuous training, and organizational commitment as essential elements for translating technological capabilities into sustained HSE performance. The principal contribution of this study is the development of an integrated HSE–Technology–Sustainability perspective that connects digital innovation, risk management, environmental protection, workforce capability, and regulatory compliance within a unified framework for safer and more sustainable oil and gas operations.
