From Referendum to Reform: The Road to Utah’s Universal ESA
In 2023, Utah enacted the Utah Fits All Scholarship, a universal education savings account program for K-12 students. This policy marked a dramatic shift for a state that, in 2007, became the first in the nation to pass a universal voucher program, only to see it overturned by voter referendum. This paper traces Utah’s path from defeat to the successful passage of UFA. It examines the program's legislative strategy, design, funding, and initial responses from families and educational providers. Utah’s experience illustrates how coalition-building and policy design can transform a politically toxic issue into a durable statewide reform.
