A Context-Adaptive AHP-WSM Model for Assessing Organizational Readiness for Co-Creation in Public Administration
Public organizations require assessment approaches that capture the multiple conditions shaping readiness for co-creation. This study develops a context-adaptive AHP-WSM model for assessing organizational readiness for co-creation in public administration. A hierarchy of 81 basic criteria covering traditional and digital co-creation was operationalized through five-level ordinal scoring. Expert judgments were elicited through pairwise comparisons and aggregated by geometric mean within an Aggregation of Individual Judgments approach. The Analytic Hierarchy Process was used to derive criterion weights, and the Weighted Sum Model was used for hierarchical aggregation of organizational readiness scores. The model was evaluated through group-level consistency assessment, comparison of alternative administrative weighting schemes, rank concordance analysis, score deviation analysis, and sensitivity analysis at the category and subcategory levels. The results indicate acceptable group-level AHP consistency and differentiated expert priorities across the readiness hierarchy. Alternative administrative weighting schemes produced limited changes in final readiness scores and rankings, whereas category- and subcategory-level sensitivity analyses showed that changes in criterion weights could alter readiness-class assignments for selected organizational profiles. The resulting model provides a quantitative basis for context-adaptive assessment of organizational readiness for co-creation while retaining a common readiness hierarchy.
