Rapid urbanization, increasing motorization, and spatial concentration ofemployment and services are putting increasing pressure on urban road networks. Trafficcongestion is not only a transportation problem, but also a multidimensional urbanplanning problem that affects travel time, economic productivity, energy consumption, air quality, road safety, and social amenity. This paper explores the relationship betweenroad infrastructure and traffic congestion, identifies the main mechanisms that causerecurrent and non-recurrent congestion, and systematizes engineering, planning, policy, and digital interventions. A literature-based analytical approach is used, combiningclassical theories of demand, network balance, and bottleneck effects with recentevidence on demand management policies, intelligent transportation systems (ITS),artificial intelligence, and integrated urban mobility. The analysis shows that increasingroad capacity alone cannot guarantee sustainable reductions in congestion, as additionalcapacity may encourage additional car traffic. Road network improvements are morelikely to achieve sustainable results when combined with adaptive traffic signalmanagement, public transport prioritization, parking and demand management, coordinated land-use planning, real-time information, and multimodal accessibility. Aconceptual framework is proposed that considers road capacity, traffic demand, networktopology, control quality, and passenger behavior as interacting variables. The paperconcludes with recommendations for developing cities, which are particularly relevantfor the rapidly developing urban centers of Central Asia.
