Monograph 35: Informal Urban Equilibria, Decentralized Civic Defense, and the Dynamics of Non-Institutional Peace
This monograph analyzes how informal social contracts and decentralized self-defense structures maintain urban order during periods of municipal institutional failure or law enforcement withdrawal. Using game-theoretic modeling and field analysis of Central Los Angeles (specifically the Koreatown and Pico-Union corridors), the study examines the mechanics of "unwritten peace clauses" between local business networks and neighborhood youth structures (such as MS-13). The paper formally codifies the 1992 "Rooftop Korean" defensive posture as a model of Voluntary Autonomous Defense (VAD), demonstrating how visible tactical deterrence and economic interdependence establish low-entropy, non-aggression boundaries without requiring external state intervention.
