From the "Pure Hard Core" (PHC) Imperative to Human-in-Command (HIC): The Epistemic Inversion of "RTO," Verifiable AGI Safety Systems (VAVS), Systemic Institutional Development Reversal (SIDR), and Deterministic Hardware Interlocks Against Competitiv
Abstract Prior to the crystallization of the 185-monograph CERN Zenodo architecture (Record 23361489), the foundational governance critique drafted for frontier Artificial General Intelligence (AGI) leadership in December 2025 formulated a pivotal institutional theorem: "Conventional competitive strategy (RTO: Race To Optimize) was structurally insufficient to manage the extreme AGI risks identified by Dr. Demis Hassabis; PHC (Pure Hard Core / Permanently Healthy Company) was established to recognize and rectify that structural defect." This monograph traces and formalizes the complete mathematical, cryptographic, and physical-layer evolution from the 2025 PHC–VAVS–SIDR triad to the 2026 HIC–RTO P2.0–Q-SAFA v2 deterministic architecture. We establish four foundational results: (1) We model the game-theoretic failure of voluntary corporate safety pledges under Legacy RTO (Race To Optimize), proving that N-player market competition inevitably drives voluntary Responsible Scaling Policies (RSPs) into a Prisoner's Dilemma defection equilibrium; (2) We formalize the Epistemic Inversion of "RTO", showing how the acronym was deliberately reclaimed and inverted from probabilistic Race To Optimize into deterministic Physical-Layer Real-Time Optimization (RTO P2.0) governed by Ising Hamiltonians and sub-millisecond latency bounds; (3) We prove the exact structural isomorphism mapping the three 2025 PHC pillars into silicon-layer invariants: PHC ("Kaki Core" / Non-Delegable Sovereignty) $\mapsto$ Human-in-Command (HIC) and Delaware Caremark loyalty mandates; VAVS (Verifiable AGI Safety System against Jagged Intelligence) $\mapsto$ SBC/OCL invariants and 64-bit Goldilocks-field zkVM ($\mathbb{F}_p, p = 2^{64}-2^{32}+1$) zero-gradient proofs ($\pi_{\text{no-learn}}$); and SIDR (Systemic Institutional Development Reversal) $\mapsto$ Q-SAFA v2 and Quantum Entanglement Interlocks (QEI, $< 7.0\text{ ns}$ physical cutoff); and (4) We synthesize the "Dark Matter vs. Verification Light" framework into a binding constitutional architecture for frontier AI laboratories.
