From Fragmented Environmental Labels to Integrated Logics and Operational Structures in Community Development

The proliferation of environmental-community labels has expanded the vocabulary of urban environmental discourse while obscuring a more consequential question: do these labels represent distinct environmental models, or differentiated configurations within a shared operational field? This study examines that question and considers whether such a structure can support environmental decision-making beyond predefined label selection. Using a bounded comparative conceptual synthesis of 177 documents, 33 Qualified Approach Scopes were organized into 14 Analytical Approach Groups, examined through 7 Core Operational Components, and related to 4 Environmental Logic Families defined by environmental success criteria. The results reveal differentiated configurations within a shared operational field: approaches recurrently mobilize common operational domains, but neither label identity nor component presence determines a single environmental purpose or achieved outcome. Cross-linked component–purpose relationships further show that the same operational mechanism can serve different environmental ends depending on the mechanism, boundary, and criterion of success. The resulting Integrated Translation Architecture supports purpose-led environmental decision-making by allowing environmental purpose to define the decision entry point before relevant mechanisms and approach configurations are identified. The framework provides analytical traceability rather than ranking, causal validation, or city-specific optimization.
