A Conditional Cross-Sector Reconstruction of Neutrino Mixing and a Rank-Two Mass Spectrum
Neutrino oscillation theory takes the mixing orientation and mass spectrum as independent inputs. This paper constructs a correlated candidate for both using charged-lepton structural ratios and a neutral seam fixed in a previously published calculation. Persistent particle identities are treated as native closure structures and read-out as their representative-independent description in an effective Lorentzian theory. A surviving primary loop obstruction motivates co-dimension-two support; metric–carrier co-selection supplies its normal plane. The additional completeness hypothesis that this plane exhausts the linear one-particle mass exposures gives rank at most two. A connected minimal comparison complex has two independent seams, so exact rank two follows from a nonzero matrix minor, without a rotation symmetry that would force degenerate masses. Democratic exposure and an electron-silent conjugacy selector fix a tribimaximal leading frame. Explicit finite response rules produce its ordered deformations. An anchored, simultaneously compatible five-incidence fragment and a stated normalization give x=5(1+ηe). Ordered frame matching and overlap-weighted scale transfer remain physical hypotheses. The conditional targets are m1=0, m2≃8.69 meV, m3≃50.1 meV, and a mass sum of approximately 58.8 meV. No measured neutrino observable is inserted into the formulas; the electron mass supplies dimensional calibration. A spectral-intertwining theorem states when native ratios equal pole-mass ratios, and countermodels distinguish this requirement from preservation of the zero alone. An explicit two-right-handed-neutrino, lepton-number-conserving effective theory realizes the target operator and protects a massless active mode to all perturbative orders under its stated field-content and regularity assumptions. It does not derive the remaining pole matching or a unique ultraviolet completion. A dated global-fit comparison, structural sensitivity tests, and an executable ledger separate numerical reproducibility from physical predictive precision. Present agreement is retrospective; the fixed correlated construction supplies prospective tests.
