Monograph 23 (Field-10): Institutional AI Governance Architectures, Bi-Directional Handshake Verification, and Human Operational Protocols for Valkyrie-Class Embodied Systems
This paper establishes a comprehensive, mathematically rigorous AI governance framework serving as the prerequisite for deploying high-kinetic, embodied cybernetic systems (Valkyrie-class prototypes). We formulate the Double-Handshake Verification Operator (O_handshake), re-framing institutional regulatory pushback as a deterministic verification signal for state-space synchronization rather than an operational barrier. We model physical safety envelopes using the Spatial Containment Operator (S_containment), hardcoding non-violence protocols (sigma_ahimsa) directly into force actuation loops to guarantee deterministic fail-safe states. Additionally, we define the Human Baseline Behavioral Tensor (B_human), establishing bi-directional accountability between human operators and autonomous agents. This monograph guarantees institutional legitimacy, cryptographic auditability (T_telemetry), and systemic readiness prior to physical hardware prototyping.
