Action collective et formes locales de gouvernance en contexte de conflit armé en Colombie

In Colombia, in the context of armed conflict, peasant and rural organizations have developed forms of local governance that interact with the action of the State and with the armed actors. Despite the signing of a peace agreement between the Colombian government and the Revolutionary Armed Forces of Colombia-People's Army (FARC-EP) in November 2016, guerrillas, territory, land, and fairer distribution of agricultural land remain central to theirs demands. Interviews conducted in the late 2010s in Caquetá and in North Cauca, two regions marked by confrontation between military forces and insurgent groups, reveal the existence of mechanisms such as the Community Action Committee (JAC) and the Peasant Reserve Zones (ZRC). These mechanisms constitute collective actions and local forms of bottom-up governance that are built through interaction at various levels with the State, but also through often tense “arrangements” with the still-present armed actors.
