An Integrated Framework for Organizational Design, Competency Management, and Workforce Planning in a Colombian Technology Company

This study examines how integrating organizational design, competency management, and workforce planning can improve coordination and operational capacity in a Colombian technology company. Drawing on information processing theory and a competency-based approach, it develops a single-case study combining document analysis, functional mapping, aggregated workforce data, and a survey of 41 employees. The findings reveal hierarchical dependence, poorly defined responsibilities, and frictions across interdependent processes. Based on this evidence, the ON Competency Model and an integrated framework are proposed to guide organizational redesign and workforce sizing. The study concludes that workforce composition should be determined according to demand, interdependencies, and required capabilities. Future research should validate the proposed framework through longitudinal studies.
