Inverse Scoring Approach in Evaluation of Irrigation System Performance of Water User Organizations
The irrigation system performances of the Troy, Küçüklü and Umurbey Irrigation Associations located within the borders of Çanakkale province were evaluated with the newly developed inverse scoring approach by making use of the 7-year agricultural and economic indicators between 2011 and 2017. As a result of the evaluation, the highest and lowest 7 year average values of the five indicators and the 7-year total Inverse scorings obtained from these indicators were calculated. The highest irrigation ratio, which is one of the agricultural efficiency indicators, was realized in Umurbey (121 inverse scorings) with 82.7%, while the lowest irrigation ratio was realized in Küçüklü (542 inverse scorings) with 22.6%. Among the economic efficiency indicators, the highest average ratio of water fee collection performance was in Troy (231 inverse scorings) with 67.0%, while the average lowest ratio was in Küçüklü (375 inverse scorings) with 46.5%. The highest average value in the financial sufficiency ratio was calculated in Umurbey (339 inverse scorings) with 155%, while the lowest average value was calculated in Küçüklü (375 inverse scorings) with 107%. The highest average cost recovery ratio, which is another economic indicator, was determined in Umurbey (317 inverse scorings) with 89.8%, while the lowest average ratio was determined in Küçüklü (359 inverse scorings) with 48.7%. In the arrears collection efficiency, which was newly developed as an economic indicator in this study; showing how much of the water fee debts of the previous years were collected each year, the highest average was calculated in Umurbey with 75.5% (147 inverse scorings), while the lowest average ratio was in Troy with 28,6% (500 inverse scorings). Therefore, considering the 7-year totals in the new scoring system developed according to various performance indicators, Küçüklü 1657, Umurbey 1297 and Troy 1250 scored inverse scorings, and it was determined that the most successful irrigation association was the Troy Irrigation Association.
