TARGETING STATE SUPPORT FOR GREENHOUSE FARMS BY FINANCIAL STATUS CATEGORY: A MODEL FOR UZBEKISTAN

State support for greenhouse farming in Uzbekistan has expanded considerably since 2023, while there remains scope for further differentiating subsidies and preferences according to the financial condition of recipient farms. This study analyses the existing support framework and develops a targeted model that differentiates support measures by financial status category. The analysis draws on nine normative legal acts adopted between 2019 and 2026, national bank register data on the financial status of 5,325 greenhouse farms, and departmental data on greenhouse farms in the Samarkand region as of 2025. Based on these sources, the study proposes a targeted support matrix differentiating farms across four financial status categories, a set of key performance indicators linking support measures to measurable outcomes, and a fourstage implementation framework. As the proposed model is based on the classification already maintained in the bank register, its implementation does not require the establishment of a separate parallel administrative system. The principal expected outcome is improved allocative efficiency in the use of public resources, with transitions between financial status categories serving as an indicator of programme performance.
