DC-NO.MS Second-Order Meta-Philosophy of Global Information Control: The 2100 Horizon
This is a second-order metaphilosophical study, not an operational proposal and not an event prediction. Its object is not information-control phenomena, but the act itself of global information control and the act of measurement itself by which theories model, assess, codify and legislate upon that behaviour — with the 2100 horizon as the problematic axis. Its core innovation is a closure of five apparatuses: ① taking the act itself as second-order object; ② using the three σ_MS conditions as the relational measure of the controller’s accountability; ③ registering MΔ-14 as the structural boundary under medium internalization; ④ binding numbering, add-only revision and reflexive-residue registration into a self-reflexive engineering discipline; ⑤ cutting off self-inflation through Prohibitions 23/24/26. This closure is registered as the sole tier-D candidate, pending external adjudication. Its procedural innovation is the MS-MPH §M6 procedure for meta-level counterpart review: reviewing without rating, with no rating, no layer-crossing, no straw man, no self-certification — and with reverse applicability to itself. Its horizon innovation is HZ-06/HZ-07: maintaining σ_CIV > 0 under σ_MS → 0 — placing without counter-controlling, statable as not to win, but not to be wholly placed — a phrase that must co-cite the C-05 anti-fatalism clause. Its self-limits include the eight-link linearity warning, the non-centrality proviso for σ_A, external validation count n = 0, the 21,293-record review as a first-order genealogical count only, and its current status as a “construction-to-be” (conditions ①②√, ③×), with adjudication at O-73. It produces, recommends and implies no operational plan, target list, authorisation of force, rule of engagement, weapon parameter, deterrence posture, information-control scheme, interstellar contact or confrontation scheme, or military-organisational recommendation; it cannot enter law, ROE or a judicial evidence chain; it does not enter operations-research modelling or decision-support chains; and it does not assert, does not deny and does not prove the existence of any extra-domain controller.
