概要 / Abstract(日本語) 本論文は、国家権力による道徳主導型特定財完全禁止令がもたらす構造的マクロ経済破綻メカニズムについて、新制度派経済学および公共選択論の観点から厳密な比較制度分析を行う。1920年代のアメリカ合衆国における禁酒法(ボルステッド法)の歴史的実証分析を起点とし、連邦財政における消費税収入の蒸発、地下経済の組織化と不法シンジケートへの経済租界移転、および法執行費用の累進的膨張が招いた制度的失敗を解明。さらに、この歴史的パラダイムを高度に複雑化した現代のグローバル・サプライチェーンおよび信用経済へ外挿するシミュレーションモデルを構築。農業(麦・ホップ・ワイン用ブドウ農家)から加工包装、低温物流、都市型飲食・観光業、そして資産裏付証券市場に至る多角的な連鎖デフォルトの波及経路を可視化する。道徳的市場抹消政策は人間の需要に対して無力であり、国家財政を自壊させると同時に巨大なリスクプレミアムを犯罪組織に付与する不可逆的経済惨禍を引き起こすことを論証する。 Abstract(English) This monograph presents a comparative institutional analysis of nationwide commodity prohibition from the perspectives of new institutional economics and public choice theory. Starting from an empirical autopsy of the 1920s American Volstead Act—analyzing the evaporation of federal excise revenues, the syndication of illicit markets, and the exponential expansion of enforcement expenditures—this paper develops an extrapolative structural simulation model applying these dynamics to modern credit- and service-driven economies. We trace systemic failure pathways across agriculture, packaging, cold-chain logistics, hospitality, and asset-backed securities, demonstrating how moralistic market abolition fails against fundamental economic forces, destabilizes public balance sheets, and transfers massive economic rent to organized crime.
