Invariant Temporal Ordering Framework V39/F19: Time as the Invariant Universal Succession of Common Stages of Change, Not Relativistic Geometry ITOF V39/F19 defines time as the invariant universal cosmic extension: the fixed, non-reversed succession of the common stages of physical change of all physical systems in the universe, T_ITOF := E_C := (S_C^tot, <_C). Time causes no physical change, and physical change does not produce time. The extension is the non-metric succession of the stages, and invariance means that it is non-reversed, with no stage empty of change or static. ITOF adopts the Ordinal Succession postulate 0 < 1 < 2 < 3 < 4 < ... infinity (conditional): stage 0 is the first stage of change, at which change begins with the genesis of the universe, and the postulate does not fix when that genesis began; the numerals express only the fixed succession of the stages and are not added; and infinity, which is not a stage, is conditional, because current science does not establish whether the succession ends. The systems change at every stage; the order of the stages does not. Three independent commitments carry the framework: 1. Strict Cosmic Ordering. The earlier-later relation is a strict total order that no recurrence of a state reverses. 2. The Cosmic Moment Axiom (CMA). The stages of change are one and the same for all physical systems of the universe. No system has a private stage or a private ordering, and all systems realized at a stage are co-present there. 3. Universal Change Continuity (UCC), the postulate of change. Physical change continues without interruption in every physical system, whether observed or below any detection threshold. Beginning and end are not treated alike, because the evidence differs: the first stage, at which change in the universe begins with the formation and genesis of the universe, is adopted as the Cosmic Origin postulate, while non-termination remains a revisable hypothesis. CMA and UCC are proved mutually independent by explicit countermodels. Together with stage admission they yield a theorem: every stage is a stage of change of all its systems. No stage of the universe is empty, static, or private. Change has three classes of causes: physical factors, influencing systems, and the internal structure of the changing system. A system's response depends on its susceptibility and cohesion. Special and general relativity are read phenomenon by phenomenon. Every quantitative result is retained; only the identification of relativistic quantities with time is refused. The Lorentz transformations are derived, with full proof, from premises about rods and clocks that contain no temporal premise. The following are proved:- Time has no geometric property.- No physical system returns to an earlier stage.- Ontological difference alone produces no prediction separation. UCC has a stated countercondition, tested through a currently-complete-isolation criterion.
