Stability and Change in Korean Government R&D Policy

This study compares the objectives and subordinate policy measures in six Korean Science and Technology Basic Plans across 26 policy fields. A 20-item rationality checklist(Choi, 2026) records provisions concerning problem recognition, alternatives, evidence, decisions, implementation, observation, revision, and overall regulation. Temporal and spatial rationality, coherence, consistency, congruence, policy patching, and policy packaging are examined. Basic research, regional innovation, international cooperation, and commercialization recur across plans. The Sixth Plan specifies changes in research evaluation, AI deployment, periodic technology review, and regulatory procedures. The report records relationships among measures as stated in the plans. These findings will provide preliminary insights for designing rational policies within the six Science and Technology Basic Plans.
