Add composite index (phase_bucket, content_hash). In Python agent, before full-text search, compute phase_bucket and content_hash, query cache. On miss, run semantic search, insert result. MERLIN: Understood. I will create the breakthrough_phase_cache table with the specified columns and composite index, then update the Python agent to compute phase_bucket and content_hash before full-text search, query the cache first, and on miss run semantic search and insert the result.
