INTRODUCTION OF THE REAL ESTATE MARKET SUBSYSTEM OF THE NATIONAL SPATIAL DATA SYSTEM INTO THE STATE CADASTRAL VALUATION OF LAND PLOTS

Since January 1, 2026, state cadastral valuation (SCV) in all constituent entities of the Russian Federation, with the exception of federal cities, has been carried out with the mandatory use of the National Spatial Data System (NSDS). The article examines the experience of introducing the real estate market subsystem (RMS) of the NSDS into the SCV of land plots on the example of the village of Berdigestyakh, Gorny District, Republic of Sakha (Yakutia). The legislative changes of 2025–2026 are analyzed, typical problems of data quality in the Unified State Register of Real Estate (EGRN) are identified, as well as specific features of the grouping of municipalities in the RMS of the NSDS. Based on data on 3,745 land plots, a comparative analysis of cadastral value for 2024 and 2026 was carried out. It was established that the total cadastral value of the village's lands increased by 2.34 times (+134.4%) — from 2.25 to 5.28 billion rubles. Positive dynamics were recorded in nine out of ten segments; the only decrease was noted in the agricultural use segment (–97.8%), which is associated with the correction of erroneous classification of plots. The key growth factors were the automated accounting of value-forming factors, the correction of EGRN errors, and the updating of market analogues. Systemic problems reducing valuation accuracy were identified: incomplete EGRN data, an overly generalized grouping of municipalities in the NSDS, and an acute shortage of market analogues for remote territories. A set of measures is proposed to improve the quality of EGRN data, enhance the operation of the RMS of the NSDS, and provide organizational and economic support for cadastral valuation. The expected economic effect is additional revenues to the local budget in the amount of 3–5 million rubles per year. The results of the study can be used by local self-government bodies and the State Budgetary Institution "CSV" in preparation for subsequent cycles of state cadastral valuation.
